I have had under my consider-
ation your confidential despatch of the
11th of February last reporting that
you have not thought it advisable to
publish in the Colony my despatch No.
135 of the 23rd of August last, because
the unofficial members of the Legisla-
tive Council are opposed to the crea-
tion of a Municipal Council in Hong
Kong, and because it is even contem-
plated to abolish the existing Sanitary
Board.
